豬舍沒養豬 天災全毀不給賠

雲林縣水林鄉民吳明華的豬舍遭蘇迪勒颱風席捲，數十坪豬舍屋頂被掀，牆柱倒塌一片狼藉，他因豬舍停養多年已改做農倉，卻無法申報災害救助，他感到無奈向媒體投訴，指豬舍也是畜養設施，如今天災全毀，卻無法報災損，令人無法接受。

縣政府農業處強調，依農委會規定，豬舍災損必須有飼養的事實，否則無法補助，不過將會再派員前往了解，會盡力設法在法規範圍內幫忙農民。

吳明華說，他養豬已數十年，但最近幾年因豬價曾崩盤，許多養豬戶大受影響，所以近幾年他的豬場停養，豬舍改成農倉；不料，這次颱風整棟豬舍被吹倒，屋頂飛走還撞毀另一棟豬舍，請人概估復建費用得要上百萬元，實非他所能負擔。

他說，豬舍原就是畜養設施，竟不能申報災損補助，無法讓他信服，而這次颱風像他一樣受災的養豬戶及魚塭工寮很多，希望政府能放寬認定標準，好讓他們早日復建。

縣府農業處副處長許永瑜表示，災損認定都依農委會規定辦理，豬舍雖是畜養設施，但須有飼養的事實，如已停養，恐怕難獲農委會認可，就如同種菜的溫室，這次也是災損嚴重，但溫室仍須有栽種的事實，設施受損才可申報補助。

許永瑜指出，只要短期內仍有飼養的事實即可申報，例如最近才剛出豬，以致受災時豬舍空著，業者若能提供相關證明仍有在養豬即可，將會派員前往了解，在合法範圍內儘力幫農民解困。
